We use this question for describe anybody, What is he like ? he is shy or he is clever..
Clever , smart, serious, friendly... we called personality adjectives.

What does he look like? He is short and thin . I can see that , tall , short thin heavy are appearance adjectives, ali is tall probably I don't know ali but I can describe him
Probably I say tall or short or thin . this question " What does he look like? " for appearance adjectives

What does he like ? and what do you like ? I say he likes reading or I like my country
